Stephen Noon

Biography 

Stephen is a Research Associate at the Centre for Public Policy. He is currently working on a part-time basis, with a focus on constitutional policy, including supporting work on a series of ‘Devolution @ 25’ policy labs. Stephen was Senior Policy Adviser to the First Minister in the first SNP government (2007-2010). As a member of the SNP’s Campaign Committee, he took a lead role in developing the Scottish National Party’s manifestos for the 2007 and 2011 Scottish Parliament elections. From 2012, he was Chief Strategist for Yes Scotland, the official pro-independence campaign group for the 2014 referendum. Stephen is currently undertaking PhD research at the School of Divinity at the University of Edinburgh, exploring what was meant by the ‘promise’ of a new culture of politics in Scotland with the creation of the Scottish Parliament.
